Abstract: spawn* will not execute unstubbed binary
Calling spawn* to execute an unstubbed coff file causes an invalid instruction
fault (under Windows 3.11).

When a stubified version of the binary is present, everything works fine, but
if only the coff file is present, Windows reports an invalid instruction.

This could be implemented using the v2load subroutine from the 
debugging library, but we would need to move it into libc and clean
up the namespace.  Another kludgy fix would be to get the V2 "go32"
issues resolved and use that to activate the program.

V2 now includes a go32-v2 binary that can be renamed to "go32" for
those few cases that assume go32 can run an unstubbed binary.
